Programme
“Strategic extension campaign” (SEC) methodology developed by FAO has been introduced in Africa, the Near East, Asia and Latin America. This methodology emphasizes the importance of people’s participation (i.e., intended beneficiaries such as field extension workers and small farmers) in strategic planning, systematic management, and field implementation of agricultural extension and training programmes. Its extension strategies and messages are specifically developed and tailored based on the results of a participatory problem identification process on the causes or reasons of farmers’ non-adoption, or inappropriate practices, of a given recommended agricultural technology or Innovation. The SEC technology transfer and application approach is need-based, demand-driven, and has a problem-solving orientation.
The SEC programme follows a systems approach which starts with farmers’ Knowledge, Attitude and Practice (KAP) survey whose results are used as planning inputs and benchmark/baseline for summative evaluation purposes. In addition, a series of practical and participatory approach workshops are conducted to train extension personnel, subject-matter specialists, trainers and farmer leaders together on the skills of extension programme planning, strategy development, message design & positioning, multi-media materials development, pretesting and production, as well as management planning, implementation, monitoring, and evaluation. One of the strengths of this approach is in orienting and training relevant extension personnel to apply a systematic, rational, and pragmatic approach to planning, implementing, managing, monitoring and evaluation
Eligibility
The training is intended for the Officers of the State Departments of Agriculture, Horticulture, Animal Husbandry, Fisheries etc. of the states of the country. No participant working in the ICAR institutes, SAUs and KVKs will be allowed to attend the course.

Venue
The College of Agriculture, Vellayani campus is located near Thiruvananthapuram city. The campus is 13 Km from Thiruvananthapuram Central and 4Km from Kovalam, the International Tourist Centre and 80 Km from Cape Comerin. Thiruvananthapuram, the capital of Kerala is well connected by air, rail and bus.
Weather
During December / January, the weather at Vellayani is very pleasant and the temperature will be ranging from 25-300 C.
Boarding and Lodging
Boarding and lodging facilities will be provided by the host institute free of cost.
Family members are not allowed. The participants will be paid TA by the institute, on actual basis, as per their entitlement, which will be restricted to AC 2 tier rail fare/bus fare. Second AC/ First class fare will be allowed to those who have actually travelled in these classes and not to all. Those who claim 1st class/ 2nd AC fare will be required to produce money receipt in support of their claim. As regards daily allowances (DA), participants refusing to avail of free board and lodging facilities will not be given any cash payment in lieu there of . He/she can, however, claim DA from their respective parent departments after getting a certificate to this effect from the host institute.
